Legislative Review Guidelines
For this writing assignment, you will write a legislative review of a legislative bill (not a resolution!) that was passed within the previous five years. (Theoretically, you could also choose an unsuccessful bill, but in my experience there is often less information to go on.) You should choose a bill or topic that interests you, but falls within the domain of crime, justice, or drug policy. You can search for Georgia bills for current and prior legislative sessions at LegiScan (scroll to bottom for later session), General Assembly, and other places on the web. You may review other state or federal laws, not just Georgia. Published examples of legislative reviews can be viewed in the “Peach Sheets” published in GSU Law Review. See these tips for researching the legislative history of bills in Georgia. You should use this template to write your review, being sure to delete all instructions. The questions I provide below should serve as a guide to your writing; they should not be answered in rote fashion without elaboration and further development within the context of your subject.
Follow an AMA footnote reference style for citing work. Retain font and line spacing in this document, leaving one line between headers and text. Begin new paragraphs within a section as demonstrated here. Five is the maximum number of pages, excluding the title page and bill summary (i.e., the Introduction should begin on a new page).

Background
[Provide details on the bill, including how it tracked through the legislature. Who cosponsored the bill? Did the bill change title, was it combined with other bills or amended in any way? Were any executive of judicial actions relevant to passage? What are the provisions of the bill, what does it aim to do? Be clear and specific, including dates, and refer to bill sections and code as necessary. How close were the votes out of committee and in each house? Include subsections as necessary]
Analysis
[Provide analysis of the proponents of the bill and the developments that resulted in passage, while also highlighting the opponents and their concerns. What was public opinion and media coverage like? Who were the most important players?]
Conclusion
[Drive home a key thesis or main point about current legal conditions and future outlook. Are we done, or are more reform efforts in this area on the horizon?]
