There is an ongoing struggle between the Federal government and the state governments over voting rights in which the Supreme Court most recently allowed two Arizona laws to proceed (one banning the collection of absentee ballots by only relatives or caregivers; and the other threw out ballots cast in the wrong precinct). The laws were originally struck down due to potential negative impacts on minority voters. The Supreme Court disagreed along partisan lines. This case highlights the importance of managing the nations elections by state governments. As a reminder, the states select the President of the country, not the people (at this time).
This reality has increased frustration with the electoral process as electors, not the popular vote are responsible for choosing the President. To put this in perspective, Democratic candidates have won the popular vote since the early 1990s (with the exception of 2004). This has led to the National Popular Vote Interstate Compact initiative.

For this case study, I want you to explore our intergovernmental system for presidential elections and the role of the states in managing elections. In preparation for this case study, please read this article:

After reading this article, consider these questions for the case study: What are the challenges to changing the electoral system in the United States? What authority do the states have with elections? What authority does the Congress and the Supreme Court have? In your opinion, what do you think is the likelihood that the U.S. electoral system will change to adopt a popular vote option? What are the consequences to minority rights in the states (for this question, consider minority political opinions as well as racial / ethnic minorities as well)? For this last question, consider the overlapping discussion over voting rights and the recent Supreme Court decision on voting rights in Arizona.
The case study should address these questions in essay form with sections for each question. There are no minimum or maximum number of words or page numbers. Any citations should follow APA formatting (6th or 7th edition). Your document should have your name at the top and bolded below the document title (also bolded), “Case Study 3”. No font greater than size 12 and you should use Times New Roman. Margins should be at 1 inch. Use double-spacing. There should be no title page, but a references page (if making citations).
