The threat to the United States from foreign terrorist
organizations remains a top concen of our law enforcement and intelligence
communities. In addition to threats emerging from outside our country, our nation
must also actively counter the serious threat posed by Homegrown Violent
Extremists (HVEs) – a very specific type of terrorist living/operating
primarily in the United States that is inspired, though not directed, by a
foreign terrorist organization. Your assignment is:
1) Conduct research to identify a specific
attack or plot by a Homegrown Violent Extremist (HVE) in the United States post
9/11. If multiple individuals were involved in the same plot, focus on one or
more of them for this assignment.
2) Provide background on the extremist; you should read as much as
you can about the individual – consulting multiple sources to provide a more
complete picture – so that you can describe such aspects as:
•The extremist’s biographical details (where
they grew up, their level of education, employment history, etc.); in light of
these characteristics, please explain whether the HVE seems to fit with the
common
demographic profile of terrorists discussed in
class (support with specific evidence);
•His/her path to radicalization (what do
scholarly and/or news sources say about how or why the individual became
radicalized? For example, did he/she convert to another religion, travel
abroad, and/or visit radical websites/forums? What is the evidence that this
extremist was inspired by the ideologies or
propaganda of a foreign terrorist
organization?)
•You should reflect on whether this individual’s
path to radicalization seems consistent with two or more of the
theories/concepts discussed in class that attempt to explain the causes of
terrorism (i.e. the instrumental or expressive views, temptation and
intimidation, political theories.
3) Provide background on the attack or plot and
discuss the role of law enforcement/the intelligence community in disrupting or
responding to the plot (describe what the HVE did or attempted to do, whether
the plot was successfully executed or disrupted by law enforcement/intelligence
agents, and whether the extremist was convicted/imprisoned.
4) Explain why this individual qualifies as a
Homegrown Violent Extremist, as defined by the Department of Homeland Security
(see the final page of this document); please note how you can distinguish HVEs
from other types of domestic terrorists.
5)Explain how the extremist’s attack or planned
actions would qualify as terrorism as defined in class at the beginning of the
semester

attempted a terrorist attack in the United States post 9/11.
The paper explains whether the HVE seems to fit

The paper clearly explains why the individual in
question qualifies as a Homegrown Violent Extremist as defined by the
Department of Homeland Security and as discussed in class.
The paper clearly explains how the HVE’s attack
or planned actions qualifies as terrorism as defined in class.
