Students are expected to conduct a 10 – 15
minutes personal interview with at least two public
officials,
such as a top executive to mid-level official – (e.g., a Governor or Lt.
Governor, a Sheriff,
a
university president or other top-level administrator, a county administrator,
a city manager, a
city mayor
or other mid-level
administrator), and one
field
administrator/bureaucrat
delivering
services
at the grass-roots/street level – (e.g. a police officer, fire-fighter,
teacher, postman or other
grass
root or street level administrator). Please do not interview more than one
person from the

same office
or the same
profession. (Consider your
colleagues as a
potential source for
this
assignment)
The
aim of the exercise is to explore and highlight real-life ethical
issues/dilemma, to gain valuable
insights as
to how these
ethical issues are
dealt with in
the public sector,
and to share
with the
class
various approaches taken
by public officials
to address these
issues. Students are
also
expected
to explain how they would have addressed such ethical dilemmas.
Note:
In an ethical dilemma there is moral or ethical conflict, and the public
servant must decide
between two
difficult choices. There
is no good
outcome since whatever
decision the public
servant
makes, he or she will be torn between right and wrong with undesirable
outcomes.
