Your major research inquiry will require you to develop design and research a research paper on a topic/problem of your choosing and will address the three core questions: what is actually going on? How can it best be explained? And how can we do better? The research plan is a chance to get started early on the paper and to get feedback on how it is going.
There are three elements in this assessment activity
This will include a clear and succinct summary of the topic/problem that you are researching. You will also outline the key research questions you will address. It will also spell out the aims of the research and an account of how investigating these questions will help you to understand the issue and work out how to do better. You will also spell out the main steps you will take in investigating this topic in your argument i.e. what you will look into first, second, and so forth (e.g. first I will investigate government policy in relation to the problem, then look at research on those directly affected etc) This will work as a starting frame for the introduction to your research paper in assessment three but will need to be revised as your research takes shape.
Secondly, you will briefly outline some good places to go to get information and research on the topic. You will need to identify five (5) sources for research on your topic and three (3) of these need to be RMIT databases like ProQuest or Informit. The remaining two can be any sources you have reason to think could provide good research on the topic: this could be sources like agencies like the Australian Bureau of Statistics, major research institutions like the Australian Institute of Health and Welfare, the Australian Institute of Criminology, the Australian Parliamentary Library, the OECD, UN agencies like the ILO, UNESCO, UNCHR, or NGOs like ACOSS. You need to provide a line or two on why you have selected these resources i.e. supply a rationale for these resources. Finally, (iii) you will also indicate how you will access the information from these sources; for the RMIT databases this will be the search terms you will use and the date ranges you will look at, if one or both of your other sources are databases you should include the same information but as these sources you will need to indicate how you are going to use them e.g. if there is a source with a number of reports on different topics you can indicate the titles of the reports you will be looking at or the specific topic you will focus on from that source. This should fit into one page.
Finally, you will identify and briefly summarise two texts (like short research reports, book, chapters, magazine articles, or journal articles) that you have found so far from your investigation. (This will be approximately 400-800 words in length). The two resources need to address the same point/s in contention because e.g., both share the same question, and/or make the same kind of claim and/or use the same kinds of evidence. You will summarise the authors key questions, claims and kinds of evidence. You will then compare the two texts and critically assess the quality of these two resources. You might e.g. assess how well the claims and evidence are aligned or whether one of the resources makes a better case than the other.
The aim and purpose of this assessment is to identify and then begin to work through some of the key steps involved in a research-based inquiry. If you begin researching a topic you need to know how to access databases, books, reports, journal articles and other kinds of relevant resources through the library. It also helps to know about the different groups, organisations and experts who are involved in your chosen topic. You can certainly resort to what you can find on the first page of a Google search. However, while this can sometimes deliver good results especially if you already know a good deal about the topic or problem it is not guaranteed to do so and if this is your only approach it will very likely lead to shallow research and make forming a good argument very difficult.

Doing this also means you get the research process underway early.
