    Examine the ethical and legal responsibilities of public administration professionals, including the concept of the public interest as a guide for decision-making.
    Analyze an administrative scenario from multiple ethical principles and perspectives.
    Create written communications that follow principles for effective professional communication.
    Overview
    One of the main goals of this course is to develop your ability to think and act as a professional public administrator. A professional brings certain values and skills to any job and organization that shape how he or she approaches decision-making. In order to become an effective professional, you must begin to think about the values and beliefs that will define you as a professional. One of the key manager roles is to serve as a disturbance handler.
    You have already examined this real world case study that presents an ethical dilemma for a public administrator and discussed the “right” way to address it with your classmates. Now you must take those discussions and use them to derive a number of solutions to the situation and to determine which one is best.

    1. Compose a 3-5 page document consisting of a:
    A case summary that:
    Identifies the key actors (and explains their roles).
    Highlights the key issues presented by the case.
    Concludes by identifying the primary ethical dilemma and any derivative ethical dilemmas that need to be resolved.
    Three distinct alternative courses of action available to Anderson that could address the primary and derivative ethical dilemmas.
    A comparative analysis of the three alternatives
    A recommendation as to which option is best, with appropriate justification based on appropriate decision criteria.
    A discussion of how the chosen alternative should be implemented, identifying any obstacles to that implementation and suggestions for dealing with such obstacles.
    An explanation of why your responses would or would not be different if this were a nonprofit organization.
