1. Background 

Recent events in relation to the COVID-19 Pandemic has impacted us all severely. In the midst of this turmoil, we seek explanations as to why is it happening, and how can we predict future risks and events to come. 

It is within this context that researchers have assessed the readiness and capabilities of countries’ health care systems to handle the pandemic situation (Kendal, 2020). Findings highlighted, that countries possess varied capacities and preparedness for handling the challenges. 

 

2. Research purpose 

The purpose of this article is to explore the capacity of the WHO SPAR preparedness metrics to explain the spread of the COVID-19 infection as reflected by national health statistics. 

I hypothesise relationships between healthcare system preparedness and outcome (cumulative number and growth of infections and casualties reported to relate to COVID-19). I control for the impact of general attitudes of the population, and government approach to implementing policies towards implementing restrictions through various proxies. Furthermore, I control for basic characteristics influencing population interaction and presence of vulnerable groups, through selected proxies.
