Congress only elects the president if no candidate wins a majority in the Electoral College. What do you mean by a “Congress electoral system”?
Wouldn’t small states be completely unrepresented in the election if candidates ignored them to concentrate on urban areas with more people?
In a straight-up popular vote election, the candidates can simply concentrate on urban areas and ignore the lesser populated states; so, wouldn’t that in effect be allowing a few states to decide the election?
