The United States Constitution, which limits the federal government’s jurisdiction, must not be a concern because the federal government is still providing critical aid, albeit in a complementary manner. Even in the twenty-first century, it works effectively with today’s threats. Our primary focus should be ensuring emergencies or risks we face are addressed and addressed appropriately. Our local and state government’s capacity to react is demonstrated by their first-hand understanding of the social, economic, infrastructural, and environmental needs of the communities they serve (In Reinhardt & In (Drennan, 2020). Because of the common responsibility of the individual, community, and local jurisdictions; state, tribal, and territory governments; and the federal government, a terrorist attack, in my judgment, should not necessitate a different relationship and allocation of responsibilities. Everyone is working towards the same goal: safeguarding and maintaining American lives and infrastructure. Thus there is no need for a fight amongst the entities.
The Incident Command System is a viable and functional product for storms and terrorist events. Every system has weaknesses and requires updating or upgrading, so we recognize there is always something we can do to improve the systems we use. The ICS allows us to use a single, centralized platform that will enable us to communicate with one another. This technology has the potential to bring together local, state, and federal emergency responders for a coordinated effort (Walsh, 2005). While I believe that Congress should necessitate the adoption of NIMS and the usage of ICS to receive federal homeland security funds, I disagree that it should affect qualification for all federal homeland security funds. To alleviate the problem, we all need to be on the same page while responding to natural disasters, storms, terrorist acts, and manmade concerns. Many emergency preparedness mishaps in the past have been related to communication issues and organizational structure flaws.
Although New York City is the only authority in the U. S. to develop its incident management system, allowing all governments to do so would be counterproductive. It would further exacerbate the problem by requiring each authority to ensure that it was adequately tested and run in collaboration with NIMS. I do not see any problems with making the necessary changes. However, there is always an advantage and a disadvantage to implementing or changing a system that is supposed to align with another (Walsh, 2005). The advantage could be better communication during emergencies and terrorist attacks. However, the drawback could be that it does not operate as well as they anticipate and could potentially jeopardize the NIMS system.
