One of the interesting challenges that local and state governments face is when to make changes and what changes to make to building and fire codes. Although code development cycles occur about every three years, unfortunate events sometimes require legislative bodies to reconsider existing requirements before the next code development cycle begins. The two reports you are to read for this discussion are examples of legislative action that directed the responsible state agency to promulgate retroactive regulations relating to fire protection systems.
After reading each of this week’s required readings, which include, TR-034 Twelve-Fatality Nursing Home Fire and TR-080 Hospital Fire Kills Four Patients Southside Regional Medical Center, write a post that answers the following:
1. What is the difference between a code and a standard and why are they important to the safety of the public and the fire service?
2. What is the process by which codes are developed and adopted in your jurisdiction? If you cannot find the process for your jurisdiction, please feel free to search other jurisdictions.
3. Does the jurisdiction you researched have any authority to make retroactive code changes or does the power lie with a higher authority of government?
4. Discuss what you consider to be the types of fire protection systems found in commercial and residential structures.
5. Be sure to back up your comments by using this week’s readings, and/or other suitable sources.
