OPTION #3: ART NEGOTIATOR
We have discussed the contested ownership of certain works of art this semester, especially the Elgin/Parthenon Marbles. There are many, many other examples, from the ancient Egyptian bust of Nefertiti (now in the Neues Museum, Berlin) to portions of the ancient Mesopotamian Gilgamesh Dream Tablet (recently seized from the Hobby Lobby and returned to Iraq) to the ancient Greek Sarpedon Vase (returned by the Metropolitan Museum to Italy after it was exposed that the vase had been looted from an Etruscan tomb).
Thousands of works of art from across time and across the world are currently in (primarily) Western encyclopedic museums – some were purchased legally, others were taken totally illegally or looted and then trafficked via the black market, but the vast majority were acquired under murky or vague circumstances long ago when laws, politics and cultural values were very different than they are today. Increasingly, peoples and countries are demanding that the works of art and artifacts of their ancestors be returned to their places of origin.
Imagine that you have been tapped to join the United Nations’ Intergovernmental Committee for Promoting the Return of Cultural Property to its Countries of Origin or its Restitution in case of Illicit Appropriation (ICPRCP) – an international team of experts, scholars, and historians called upon to determine the parameters, principles, and policies that will be used to adjudicate all claims for repatriation of works of art and cultural artifacts. Your job is to write a “white paper” (basically a report and a set of recommendations) that lays out and explains the principles and conditions you believe this committee should follow for fairly and justly resolving international claims for repatriation and restitution of art and cultural objects. How would you evaluate claims? Are there cases that are super clear? What would you recommend in more difficult or challenging cases, and how do you arrive at just determinations? Do some research so that you can provide examples of actual cases that demonstrate the range of cases your committee is likely to face. Cite all your sources in your text (parenthetical citations are fine), provide illustrations whenever possible, and include a complete “works cited” page at the end of your essay that includes all the sources you’ve drawn upon to arrive at your recommendations
Whatever option you choose, your paper should be about 3-4 pages (typed, double-spaced, with normal margins and font size). Make sure your essay is clearly and logically organized. Begin with an introduction in which you identify your topic and the main points you plan to make in your essay. Organize the subsequent sections of your paper to discuss each point that contributes to your larger argument. Each section may be one or more paragraphs. BE SPECIFIC! When discussing works of art, be sure to base your observations on concrete description of details that you see in the art or buildings themselves. If you are proposing policy points (option #3), but sure you include real-life examples that help to support your ideas. End your paper with a conclusion in which you draw together your “evidence” and present your overall “take-away”.
