When DHS was created, it was given the mission of being the lead federal department in preventing, responding to, recovery from, and mitigating threats and hazards, to terrorism, natural disasters, and man-made disasters. One such mission was to collect, analyze, and disseminate terror threat information. DHS Office of Intelligence and Analysis (OI&A) was created, in part, to fulfill this mission. Before OI&A could get started, the Director of National Intelligence created the National Counter-Terrorism Center (NCTC), run jointly by the FBI and CIA. NCTC took over most of this mission. Given that DHS does not investigate terrorism (a role assigned to the FBI) and is not the main federal agency collecting, analyzing, and disseminating terror information (a role taken over by NCTC), has the main reason for DHS to exist been eliminated?
In other words, do we need a Department of Homeland Security?
