Belling Packaging is a small, family-run U.S. company that provides packaging materials to large companies to prevent rust from forming on products during shipment and storage. The company was founded by the father of the chief executive officer (CEO) 40 years ago. The founder’s son, Jeremy, now runs the company. Belling Packaging is headquartered in a small rural town where it manufactures products and houses administrative personnel. The company employs 58 full-time staff and 22 part-time staff in the local office and 12 sales managers in Europe. Last year, Belling posted revenues of $15 million.
The company is structured as follows:

Brendan Long—Director of sales
Manuel Gonzales—Director of manufacturing

Sales managers—30 in the United States and 12 in Europe
Manufacturing employees—20 full-time and 20 part-time employees

Jeremy has announced plans to expand the company to Latin America. He recently hired an outside consultant to help him identify issues that might impede his ability to move forward with his plans. A clear recommendation from the consultant was that he needed a director of human resources to help him establish a clear human resource strategy for the future as well as address some of the issues identified by the consultant. These issues include the following:
The organization lacks a clear process for planning, recruiting, and selecting employees.
Training is not a priority in the firm. Other than on-the-job training, very little is done to orient, develop, and grow employee skills and knowledge.
In the manufacturing division, Manuel is struggling to manage his department. He is not allowed to participate in the selection of his employees. Many of his employees do not have the skills necessary to be successful on the job.
Manuel believes he is underpaid for his work and is aware that the director of sales is paid much more than he is.
Pay disparity exists among employees in the manufacturing division. Several employees have stated that this discrepancy is due to their race or gender.
The employees in the manufacturing department are not complying with basic safety standards. In the past year, five different safety violations led to workers’ compensation claims.
The sales managers in the global offices report that they do not feel they are part of the organization. There is very little oversight of these sales managers nor is there a clear understanding of what is needed to manage the global offices or support the sales managers in their efforts.
There is no evidence that cultural differences within the workforce are recognized or appreciated.
The company does not have a formal evaluation process, nor is there a structured way to determine how employees should be compensated, recognized, and rewarded for their performance.
Jeremy followed the consultant’s advice to hire a new director of human resources; you have been hired into this position and have been tasked with addressing these concerns.
