PROFESSORS ADVISE- The first sentence threw me off a bit – you said you were assessing HOT lanes in SF, but then turned your attention to LA. Chart 1 is too hard to read to be useful. You need to tell the reader what it means – the biggest change was the reduction of carpooling. Don’t make the reader figure out what it means.
The fuzzy text in Chart 2 undermines the professional nature of the report. The data in the chart does not indicate the use of HOV lanes, because carpool trips may not use highways. Regarding Figures 1 and 2, the real measure of success is whether those using HOT lanes reach their destinations faster. The screenshots you provide do not provide any information on that. Presumably, people would only chose to pay if they did deliver a benefit, but it would be far better to show the direct effect – high speed than the general-purpose lanes.
Regarding the income of users, we cannot know what the pie chart means unless it is compared with the general distribution of household income in Los Angeles. Is the 19% <$50,000k more or less than the general distribution? My general comment is that you covered too much ground with data compiled by others rather than focused in on an issue with a single data set or data collected.
