Can you help me understand this Psychology question?

Chapter 6 explores how attitudes shape behavior and impact our actions. However, what is fascinating about this ideology is that people often say they will engage in a behavior but often do not. This can be examined in multiple ways, but the primary issue might be the concept of a public face versus private action. In public, or in the presence of others we often say things we will do. However, in private we do not always carry out these actions. The question is why? This week you will explore the continued epidemic of HIV/AIDS transmission in some communities, why might it be higher in some communities versus others? Thus, you will 1) identify a specific community that has a high incidence of HIV/AIDS infection 2) You will discuss why the rate might still be high 3) what type of community programs have been used in this community and why have they not worked? 4) Using either Ajzen’s theory of planned behavior, or Festinger’s cognitive dissonance theory ( or another theory of your choosing from chapter 6) explore how the theory would explain the behavior, attitudes and thinking that might be a contributor to this terrible problem.
