Having a good neighbor is important. I learned that lesson when I first moved in from a one bedroom apartment to a three bedroom townhouse. For the first time in my life, I was finally getting out of an apartment. I was a twenty – two years old college student living with my family. Before my family signed the mortgage, they forgot one thing, maybe the most important thing, to check with the neighbors! On my first day in, I learned that my next door neighbor Charles has a beagle named Mr.

Mr. Bernages would bark constantly every day. That year was the most annoying year of my life. Mr. Bernages was medium sized brown, big eyed, and cute dog. Charles was a fifty – two years old, African American, six foot two, muscular and retired veteran from the US army. We lived in a gated area of four identical houses. My house was attached to Charles’s house. We both had small backyards that were also attached to each other.

Mr Bernages spent most of the day in the backyard. As a college student, and working full time graveyard shift, it was very hard for me to rest. I was working from twelve am to six am. Mr. Bernages would start barking around eight am.
Because the dog would not stop barking, studying got even difficult. During my first year in the new house, I noticed that living in the apartment was better. Mr Bernages had ruined it all, and his owner Charles did not care.
I started getting anxiety attacks because of too much stress. Home sweet home was not so sweet anymore. Something had to be done; I had to take matters into my own hands. So I started looking into ways to resolve the problem. It was seven in the morning. I had just come home from work, and Mr Bernages started barking.
Anxiety started to kick in. I went outside to Charles house and started slamming on his door. Drowned in agony I was lost in my fantasies. Charles opened the door and started barking at me. “What you doing slamming on my door at seven am in the morning”. His eyes were bloody, and he was so angry looking like he was about to explode. I responded. “I just came home from work and can’t sleep because of your dog”. Charles yelled back “there is nothing I can do about that”. “Take it inside when it barks” I said. The conversation was heating up very fast and we were about to get into a fight. Charles said” don’t you ever knock on my door at seven in the morning” He slammed the door back and went back into his house. The dog was still barking.
I called the LA sheriff department and told them about my problem with my neighbor. I learned that by law the owner of the dog is required to control his dog from disturbing the peace. So I started with the long taking process. I wrote letter after letter to the LA animal care department .I went to a meeting where Charles did not show up. Finally, after the problem was still not resolved after a full year, we had to go to another meeting. This time Charles showed up in the meeting dressed up in a brown suit talking on his little Bluetooth. I noticed that he finished his every sentence on the phone by saying “Roger that”. Roger that is a slang used in the military meaning I understand. Charles was talking as if he was still in the army.
As I mentioned earlier, he retired from the army. We went to the meeting and described our problem to the judge. The judge did not fine Charles but informed him that by law he had to control his dog, and if he didn’t, his dog could be taken away from him. The judge explained all the rules and ended the session. Thanks to the law, Mr Bernages stopped barking. From that experience, I learned that it’s not always about living in an apartment or a house, but being surrounded with good neighbors is the first step to peace. I also learned that there is a law referring to barking dog in California, but it can take over a year to take effect.
What could have been an easy solution, took one year to be resolved. Charles could have just taken his dog inside when it was barking, or took him to a veterinarian to see what was wrong. Now Charles and I play basketball sometimes, and I found out that Mr Bernages has chronic anxiety disorder and is currently taking medication for it. Charles himself apologized to me, recognizing that this should have never happened. Having a good neighbor is important.
