1933-1934- Two Presidents; Three Presidential Crises
Presidential reactions to mass protest in Washington and a conspiracy to ‘steal’ the presidency
During the Great Depression, in desperate financial straits, unemployed WWI veterans marched on the nation’s capital to demanded early cash payments of their service bonus certificates. When these veterans and some families began building campsites, waiting on the President and Congress’ response to their demands, media outlets began to refer to the protesters as a “Bonus Army”.
Two such Bonus Armies gathered in protest to their economic plight, one in mid-1932 and another in March 1933. As the Election of 1933 was held between the two gatherings, it just so happened that two separate Presidents had decide what course of action to take regarding the ardent demonstrators. An element of intrigue was also thrown into the mix as outside forces sought to alter the constitutional nature of the incoming President’s administrative powers.
For this assignment…,
Please examine how each group of protestors conducted themselves when presenting their grievances to their elected representatives in Washington. Were their marches and occupation of certain areas around the Capital constitutionally legal.
Research and explain President Herbert Hoover’s assessment of the protesters demands what response he chose in dealing with the Bonus Army of 1932.
Just as with President Hoover, research how the incoming President, Franklin D. Roosevelt, faced and responded to the similar executive problem concerning the Bonus Army of 1933.
After examining the perils and pitfalls of how Presidents dealt with highly charged civilian protestors, please evaluate the more covert, possibly more dangerous plot which developed during the same time. I would like you to give a brief description of the Business Plot, also called the attempted White House Coup of 1933. Mention some of the prominent individuals involved, the Government commission called to investigate, as well as its findings. Do you find it was a real threat concerning the legitimate passing of executive authority from one presidency to another? Please explain.
Finally, do you see any similarities in contemporary American history to the events of 1933-1934? What lessons do you think President Biden could take from his predecessors’ actions, either good or bad? This final section is meant to be your opinion only and does not need to be backed up by any outside sources.
